You don't need a Class 1 medical to apply, but if successful, you'll eventually need to hold one. It could be a good idea at some point to get a Class 1 to understand whether you will be able to meet the CAA's requirements for this licence rather than finding out later in the process (after committing a lot of time and energy) that you can't gain a Class 1. As an example, when I was training to become a pilot, I was only required to get a Class 2 medical as part of my PPL, however I decided to get a Class 1 so I can be sure of whether can meet the requirements in time, if I decided to progress on the commercial flying route.
